1. Safety Data Sheets and Fire Safety Project in Buildings
During the licensing phase or change of use of a building or unit, it is necessary to prepare the Safety Data Sheet or Fire Safety Project in Buildings (SCIE).
Urban operations of the 1st risk category are exempt from presenting a SCIE specialty project, which is replaced by a safety data sheet for each type of use, according to models approved by ANEPC.
All use types in the 2nd, 3rd, and 4th risk categories must have a Fire Safety Project for Buildings (SCIE), which can only be prepared by qualified professionals. These projects analyze conditions such as exteriors, fire resistance of building elements, fire reaction of materials, evacuation, technical installations, and safety equipment and systems.
2. Preparation of Technical Opinions
CENTRALMED conducts inspections of the facilities and records existing non-conformities in terms of fire safety, proposing corrective and/or compensatory measures to be implemented if necessary.
3. Preparation of Self-Protection Measures
Self-Protection Measures (MAP’S) are procedures that users of a building/unit must adopt, aimed at maintaining the safety of occupants and the space itself, preventing the occurrence of a fire, and enabling occupants to respond effectively in an emergency situation.
The constitution of Self-Protection Measures is defined according to the Type of Use (UT) and risk category of the Building and is mandatory in all Types of Use, except for UT I “Residential” of the 1st and 2nd risk category.
4. Does your company still not have self-protection measures?
Did you know that, besides endangering the safety of your facilities and employees, you are also in legal non-compliance? According to current legislation (Art. 25 of Law 123/2019 of October 18), fines for failing to implement Self-Protection Measures can reach up to €3,700 for individuals and €44,000 for legal entities.
5. Implementation and Maintenance of Self-Protection Measures
The implementation and maintenance of Self-Protection Measures must be a dynamic process. The active Self-Protection Measures document must always reflect the reality of the company to ensure an effective response to potential emergencies.
After the approval of the Self-Protection Measures, the owners or operators of the building must request regular inspection from the National Authority for Emergency and Civil Protection (ANEPC) to verify the implementation and maintenance of the self-protection measures.
ANEPC, or another entity designated by it, may inspect the Building at any time through extraordinary inspections, with penalties provided for those who do not have the Self-Protection Measures Implemented.

6. Conducting Awareness Actions and Drills
CENTRALMED conducts awareness actions for security teams and organizes and oversees the execution of evacuation exercises and drills, in accordance with the approved Self-Protection Measures and current legislation (RJ-SCIE).
A drill’s main objective is to verify emergency and action procedures, test human and material resources, and ultimately, rehearse the emergency plan and the entire emergency organization of a building or venue.
The safety officer (owner, building manager, condominium administrator) must IMPLEMENT AND MAINTAIN the applicable Self-Protection Measures (including drills).
7. Preparation of Emergency Plans
CENTRALMED prepares Emergency Plans (Photoluminescent), in accordance with the provisions of Decree-Law No. 220/2008 of November 12, amended by Law No. 123/2019 of October 18, NP4386/1999, and other regulatory diplomas in this area.
The purpose of Emergency Plans is to guide, inform, and instruct space users on the procedures to adopt in an emergency situation, also encompassing general safety instructions and the legend of the adopted symbols.
